Clay County Jail Roster Overview

The Clay County Sheriff's Office runs the Detention Center at 14 S. Water Street in Liberty. Sheriff Will Akin took office on January 1, 2021 and oversees the jail, court security, civil process, and patrol. The current inmate roster sits on the Sheriff's official site at the detention listings page. The page refreshes every four hours and shows the live in-custody count for the Clay County jail. Names appear in last-name order, and each row links to a profile with booking date, race, sex, cell, court division, court date, and charges.

The roster is a snapshot, not an archive. Past bookings, released inmates, state prisoners, and federal detainees do not appear there. People who served a Clay County sentence and then moved to a Missouri Department of Corrections facility are tracked on the state DOC system. Federal inmates show up on the Bureau of Prisons locator. People recently released from the Clay County Detention Center may drop off the roster within hours of leaving. See the Clay County released inmates page for those lookups.

For people with questions the roster cannot answer, the Sheriff's Office tells callers to phone the Detention Center directly at 816-407-3800. Records of past or current incarcerations are handled by the records custodian, Captain Chris Johnson, under RSMo 610.023. The screenshot below shows the official sheriff "Find Out if Someone Is in Jail" page.

The Sheriff's homepage lays out the search route end to end. View the official find-someone-in-jail page. It points people to the detention listings link and the Detention Center phone line.

That page is the same starting point used by bail agents, family members, and lawyers. Once a name is found, the next steps depend on what the visitor needs: bond, visit, mail, or a court date check.

How to Use the Clay County Inmate Roster

The detention listings page is a browse-style roster, not a search box. Visitors scroll the alphabetical list and click a name to open the detail card. The roster prints in two columns on most browsers and updates every four hours. The steps below cover the full check.

  1. Open the Clay County detention listings page on the Sheriff's site.
  2. Scroll or use the in-page find tool in your browser to jump to the last name you want.
  3. Click the name to load the inmate profile and see booking date, race, sex, cell, court division, court date, and charges.
  4. If the name is not on the current list, call the Detention Center at 816-407-3800. Staff can confirm whether the person was released, transferred, or never booked at the Clay County jail.
  5. For older detention records, email the records custodian listed on the Sheriff's custodian of records page. Old booking files are kept under the Missouri Sunshine Law.
  6. Bring a case number to Missouri Case.net to view the underlying court case, charges, and Pay By Web link.

Note: A missing name does not prove release. The roster reloads every four hours, so a person booked late in the cycle may not yet appear.

Roster Search Fields and Result Columns

The Sheriff's detention listings page is a public roster, not a name-search form. The fields below are the columns and controls people actually see on the page. The official roster is plain by design. Speed comes from how often it updates, not from advanced search filters.

Booking and Bond Process in Clay County

Booking starts at intake. A person brought to the Detention Center is photographed, fingerprinted, searched, and screened. Personal items are inventoried and stored. Medical and mental health screening follows. New bookings then move into classification, where the staff assigns a housing pod based on charges, history, and safety needs. Once classification clears, the inmate joins a dayroom and shows up on the public detention listings page.

The cash bond process is run from the Detention Center lobby kiosk at 14 S. Water Street. The lobby is open 24 hours a day, seven days a week. Cash bond may be posted only when the court allows cash as an option. The kiosk accepts cash only; the lobby does not take credit cards for bond. An approved bail bond agent is the second route, again only if the court permits it. The Sheriff's bond someone out page is the official walkthrough.

The Sheriff cautions that posting bond starts the release process but does not mean an instant walk-out. Multiple release steps follow. Inmates may stay in the jail for several hours after a bond is paid while paperwork, holds, and outstanding warrant checks clear. Holds from other counties, Missouri DOC, immigration, or active warrants can keep someone in custody even after a Clay County bond is paid. The screenshot below shows the official bond page.

Video Visitation Hours and Rules

All personal inmate visits at the Clay County Detention Center take place over video at no cost. There is no in-person contact visit for family or friends. Visiting days are tied to the inmate's dayroom assignment, and the assignment is found by calling 816-407-3800. Visits run first-come, first-served. Each inmate is allowed one visit per day on the assigned visiting day. The cap is two visitors per visit, or three when at least one is a juvenile. A state photo ID is required, and a passport is accepted. Visitors must sign in 30 minutes before the visit window opens.

Minors must be with an adult. Minister visits run Monday through Friday, 8 to 11 a.m. and 1 to 5 p.m. Inmates in classification lockdown cannot have personal visits. Those in disciplinary lockdown can see only an attorney, probation officer, or minister.

Note: Visitors who leave the building after sign-in and are not present when visits are called lose that day's visit, and the inmate loses the visit privilege for the day.

Phone Calls and Mail Rules

Inmate phone calls at the Clay County jail are prepaid only. Inmates can make outbound calls between 8 a.m. and 10 p.m. They cannot receive calls. Detention staff will not pass messages from outside callers, and they do not accept incoming calls for inmates. The phone vendor processes call setup and account funding.

Mail rules are strict. Nonlegal and non-governmental mail must be a postcard, no larger than 4.25 by 6 inches. Address postcards to Inmate's Name, Clay County Detention Center, 14 S. Water St., Liberty, MO 64068. Metered postcards are preferred. Stamped mail loses the stamp at intake, which can damage the postcard. Stickers, adhesive labels, watermarks, stains, lipstick, or any sign of altering get the card returned to sender. Books from outside senders are not accepted. Magazine subscriptions are not allowed. Legal and government mail bypasses the postcard rule.

Commissary and Inmate Funds

Commissary at the Clay County Detention Center is managed through City Tele Coin. Funds can be added online from the Sheriff's inmate accounts page or in person at the visitation lobby kiosk. The kiosk takes cash in all denominations, and an inmate's last name is required to complete a deposit. Loved ones can also buy specific commissary items online through City Tele Coin instead of sending money. The order deadline is 9 a.m. on Fridays, with holiday changes posted ahead of time on the Sheriff's site.

There is one open fee question to flag. The Detention Division page states the visitation-lobby kiosk charges a $3 cash fee. The Inmate Accounts page states the same kiosk charges a $1 cash fee. Visitors should verify the current kiosk fee at the lobby before depositing cash, since the official pages do not match. The screenshot below shows the inmate accounts page.

View the official inmate accounts page for the most current City Tele Coin link.

Detention Records Requests

For booking records from past or current incarcerations, the Sheriff's custodian of records page is the official route. Captain Chris Johnson is the Custodian under RSMo 610.023. Each public-record request is acted on by the end of the third business day. Detention records have their own dedicated email. The Sunshine Law fee schedule covers incident reports, video, audio, and detention records. See the Clay County public records page for the full Sunshine Law walkthrough.

Note: Active investigative reports are closed while a case is open under RSMo 610.100, and arrests not charged within 30 days are closed.
