Getting a Clay County Marriage License
Marriage licenses for Clay County are issued by the Clay County Recorder of Deeds, not the Circuit Clerk. The current Recorder is Sandra Brock. Applications are taken at the Administrative Building in Liberty, and both parties must appear together in person. The office takes walk-in applications from 8 a.m. to 4 p.m., Monday through Friday, except holidays. The marriage license page lays out the requirements and the fee.
Both applicants need a valid driver's license or other government-issued photo ID. All documents must be in English. Applicants must supply Social Security numbers, but no SSN card or document is required. Previously married applicants give the date the last marriage ended. No divorce decree or death certificate must be shown. The license fee is $51, payable by cash or credit card only; the card processor adds a transaction fee.

How to Apply for a Clay County Marriage License
The Recorder issues the license at the counter the day you apply, in most cases. If the wedding is more than 30 days out, the office may hold the application up to six months until the license is picked up. The license is valid 30 days from issuance under RSMo 451.040, and the ceremony must occur in Missouri.
- Walk into the Recorder of Deeds office at 1 Courthouse Square, Liberty, between 8 a.m. and 4 p.m., Monday through Friday.
- Both parties arrive together with a valid driver's license or other government-issued photo ID.
- Provide both Social Security numbers and the officiant's name and phone number for clarification.

Clay County Circuit and Associate Circuit judges do not perform marriage ceremonies. Couples pick an officiant on their own. The Recorder asks for the officiant's name and phone number for clarification only, not for vetting.

Clay County Marriage and Divorce Fees
Fees split across two offices. The Recorder of Deeds posts the marriage license and copy fees on its fee schedule. Divorce fees are court filing fees set by Missouri law and collected by the Circuit Clerk.
| Item | Amount |
|---|---|
| Marriage license | $51 (cash or credit card; card has transaction fee) |
| Certified marriage copy | $10 per copy |
| Non-certified marriage copy | $2 per copy |

Indigent litigants can file a motion to proceed as a poor person to ask the court to waive the divorce filing fee. The motion goes to the Circuit Clerk with the petition.
Recorder vs. Circuit Clerk
Knowing which office holds which Clay County marriage and divorce record saves a wrong trip. The Recorder holds the license and the marriage index. The Circuit Clerk holds the divorce case file and the decree.
| Recorder of Deeds | Circuit Clerk | |
|---|---|---|
| Holds | Marriage licenses and marriage index. | Divorce case files and decrees. |
| Address | 1 Courthouse Square, Liberty, MO 64068. | 11 South Water Street, Liberty, MO 64068. |
| Phone | 816-407-3550 | 816-407-3850 |
| Online index | Marriage index from January 1, 1930; no images online. | Case.net public docket and case index. |
| Certified copy fee | $10 marriage copy. | Per-page fee set by the clerk. |
Clay County also makes the point that it issues and maintains marriage license records, not marriage certificates. Certified copies must come from the county that issued the license. The Recorder's online search and access page lists the coverage dates and the registration requirement for the online land record system.
How to Look Up Clay County Marriage Records
If the license was applied for in Clay County, proof of marriage is available in person, by mail, or by phone. The marriage index goes back to January 1, 1930, but the index itself shows party names and dates rather than images. Land record images are online from January 1, 1967. Marriage images are not posted online.
For a mailed copy, send a request with both parties' full names at time of application, the date of marriage, the fee ($10 certified or $2 non-certified) by check, cash, or money order, a contact phone number, and a self-addressed stamped envelope. Mail to Recorder of Deeds, PO Box 238, Liberty, MO 64069, ATTN: Marriage License Desk. Phone requests go through 816-407-3550 with a credit card; the card has a transaction fee.
Marriages that happened outside Clay County are not on file with the Clay County Recorder. The license is filed where it was issued. State-level vital records can be checked through the Missouri Department of Health, but the certified marriage copy still comes from the county of issuance.
How to Find Clay County Divorce Records
Divorce records are court records. They are filed in the Circuit Court Civil Department as dissolution of marriage cases. The Civil Department page lists dissolution without children and dissolution with children among the domestic relations case types, plus paternity, motions to modify, family access motions, legal separation, annulment, and child support administrative orders.
The fastest path to a Clay County divorce record is Missouri Case.net. Use Litigant Name Search with the last name, set the court filter to the Seventh Judicial Circuit, and open the case to view the docket, hearing dates, and final judgment line. Case.net is free, but it is not a certified record. Certified divorce decrees come from the Clay County Circuit Clerk.
For files older than the online docket window, the Circuit Clerk FAQ asks requesters to fax 816-407-3899 with case numbers, identifiers, and return information. Some family case content stays confidential under court rule. Financial affidavits, mediation reports, and child-related filings may be redacted or sealed.
